PAL3030 and PAL3040 sheet piles may not modify a shoreline or construct a dock, bulkhead, or shoreline access unless the person first obtains a site plan and building permit, as applicable, and pays the applicable permit fee set by ordinance. Construction of retaining walls, except those less than 3 feet in height and not supporting surcharge, requires a permit and is regulated by the 2013 California Building Code (CBC) as amended and adopted by the County of San Diego. A permit is required before constructing or expanding a retaining wall, pier or boat dock. The following PAL3040 information is required before a permit will be issued.
